I believe you have to be of a certain rank in order to send or receive PM’s, I can’t remember if you have to have completed the tutorial or not (been a long while). But it may be the case they don’t have access to messaging yet.

Anyone can send messages so that wouldn’t be it.
Could be a glitch if they changed username for example.
Can you send ask details such as pattern name, username of who you’re trying to message to @Ribblr ?
