Just skim through it, look like the top made up from 2 rectangle panels that overlap each others. So I would started by create long chain (less than 125 for sure since its for size 1x but longer than your cross shoulder length) and follow the pattern for the first row. Put it across you shoulder the way the penel would stay and see how many shell group you will need (will be less than 19). Cut off the remaining chain as needed. Then follow the pattern for the following row, keep in mind how many shell group needed for your size. It will be quite some trial-and-error but that will be the fun of it.
Not sure if this can help you much, good luck

let me introduce you to @StitchReader !
She does this for a living and would most likely be the best help for this.
I also edited the title and tags a little for you to help you get who you need. :slightly_smiling_face:

A couple ideas. Use a smaller hook. Use thinner yarn. If it has repeated sections don’t crochet all of them. If it gives gauge (so many stitches per inch, so many rows per inch) unfortunately it will take a bit of math to figure out how much to chain.

She’s fairly active, so you should hear from her soon… and she’ll see that I tagged her, so that will also get her attention as well

I mean, I could do it, but it would take me longer since I’m more fluent in knit

Unfortunately, I dont actually grade patterns, I just check the math provided. Eventually I would like to do that! I have been in contact with her.
