For pricing the turtle itself, you should give yourself minimum wage for your time spent. And add the price of the materials to that. That would be about how much it should be, you can add or take away from that if you want. Just keep in mind that there are people that look specifically for hand made items and are willing to pay the handmade price.
What I see recommended most often is 3× cost of materials or what you consider a fair hourly rate plus cost of materials. Personally, I’d charge $150-200 in my area.

One thing I keep in mind when pricing is that the price isn’t because it is hard to make the price is for the convenience of not having to make it for the person buying it. So whatever price you set stick to it within reason. If you set the price at $200 decide in advance what the lowest price you will sell it for is and don’t let someone haggle you lower than that. I think at least $200 should be the set price.
That being said you will probably have more luck on Etsy than a craft fair with this piece.

If that is your goal I would say $250-300. If you want it to stick around and be the thing that draws people over because they see it from the end of the row price it accordingly. You can always adjust the price if you get sick of lugging it around or if you make a new one.
