I think it someone else made the pixel art it would still be their copyright. Even if you change the way of creating it.

If I make a tapestry piece I would FOR SURE use digital art. I don’t think it’s copying if it helps out with an original pattern.

Ive also used non-crochet “patterns” for a couple of blankets I did last year… idk tho of it would be copying because, as you said it’s not actually a crochet pattern… here’s a couple that I’ve done… the :sauropod: one is all from online graph images and the :butterfly: one is mostly from online (tho I did freehand a couple of the squares)

i consider it copying, you could make your own chart but try not to make it really similar. The way i see it is mike, say you’re a sewer and you make a sewing pattern for a bag. You want to make it a bit more interesting so you add some cross stich but you use someones tapestry crochet chart. When you publish the pattern you publish the bag and the cross stich chart. If someone did this with my tapestry crochet chart i wouldn’t really be very happy even if it was a free pattern and they credited me. You could always reach out to the designer though

This is just my personal opinion on how you could do it ethically:

Ask for permission by the original artist, credit them and don’t make money off of their art, unless you both share the profits. Tell them what your intentions are with the pattern, and why you want to share a pattern based on their art.

Open and honest communication between you and the original artist is the most important thing.
Also transparency, make sure that the artist fully understands how the pattern will be shared and where, especially with the risk of it being stolen by other people.

Also think through your reasons beforehand, why do you feel a need to make a pattern based on this artwork?
Is it enough to make the pattern just for yourself or do you need to share it? Why?

Maybe you actually just want to try making your own pixel art to turn into tapestries? It’s worth trying out either way!

(This is not meant to be mean in any way, just want to encourage you to think about it and ask yourself questions!)
