Looks like a series of chain stitches connecting to the chain stitches of the previous row.

Absolutely!
That is a ‘v’ stitch. Basically skip 4ch,(dc, ch2, dc) in nxt stitch, repeat across and center your “v’s” above the previous row on all other rows
The sleeves are worked from the long seam to the long seam not from cuff to shoulder so you can work a mock rib at the same time.

The body is also worked side to side and not up and down

On your repeat rows, you’ll (dc, ch2, dc) in the previous ch2 space… You can make the spaces larger, just make sure you account for it in your set up row, my math may be off on that. Your dc and ch spaces each count as a stitch, so you have to skip the appropriate amount of stitches on that first row to keep the same stitch count… (dc, "ch2, dc) is 4 stitches and half of that on either side of the v to skip to keep the same count, so that would be 4 skips between the v’s. Ch3 would be 5skips and so on
