it means do: 8 sc around the first leg, (inc, sc inc) into the belly part, 8 sc around the second leg, sc into the belly, 8 sc into the belly, (inc, sc, inc) around the third leg, 8sc into the belly, sc into the belly (44)

This video might help with the general idea, it’s a different shape so the numbers are different but it might help you get the idea

I assume each legs have 10st? So in R3 you attach with each leg with 2sc and in R4 the remaining 8st when you get to the legs (skipping the 2st in R3)
