But ive seen some people claiming they are under 13 (not going to name any), and I am wondering what ages ribblr is meant for. I read through the community guidelines and couldnāt find anything on this subject.

You must be over 13 to use Ribblr. If you are under the age of 13, your parent/guardian must sign a consent form.
This is what it says in the T&C
āThe official age requirement for Ribblr is 13 years and older.
While you will not find this rule outlined in the community guidelines, it is strictly enforced through the User Representations section of the Ribblr Terms and Conditions.ā
According to Ribblrās T&C You need a parent to sign a form if under 13 or your parentsā permission to use the app if youāre a minor (13-18 typically),
