So hum maybe I’m reading this wrong but if you do one increase and one sc x3 you are only going into 6 stitches from the previous round. So it’s not that the count is bad, it’s 9 indeed. It’s just that you still didn’t go into 3 stitches from the previous round.
Usually if you want to increase gradually you add a sc each round.
Example : 6sc in Mr (6)
(1 inc, 1sc)x3 (9)
(1inc, 2sc)x3 (12)
Etc.
You have to make sure you go into each stitches of the last round or you have to write that you are skipping some.
Even if one increase makes two stitches, it still went into one stitch from previous round.
Idk if that makes sense and also I might have totally misread your problem.
It is 6:
First the row inc 1, puff i etc… well if it an inc for… it can’t be 6 it will go up 3 (9)
Next row is also an inc and will go up 3 again 3 + 9 = 12

I counted that there should be 12 after rnd 3? Bc since your doing the (inc, sc)x3 so it should be adding 3 stitches to 9
