It looks like knitted but the brim gives it away as well as the Vs. waistcoat stitch.

the decreases at the tip are definitely knitted.
Edit: they’re not decreases, they are probably k2tog (knit 2 together)

I mean I am experiances with knitting and crocheting and it looks more like knitting then crocheting but the could have also used a very small crochet hook so IDK!!!

It looks like that crochet stich that is supposed to look like knitting I can’t remember what it’s called but I’m 85% sure it’s crochet

The end part looks like it’s crocheted so they probably knitted the hat and connected with crochet
